Parliament Endorses South Sudan Referendum Law

 

(SV)

National Assembly endorses in its yesterday’s session, under the chairmanship of Ahmed Ibrahim El-Tahir, the South Sudan Referendum Law with majority after the walk out of SPLM bloc and other Southern Sudan parties MPs.



The session witnessed hot debate and exchange of war of words between SPLM and NCP blocs MPs.

Parliament Speaker, Ahmed Ibrahim El-Tahir refuted the SPLM sticking to the non-amendment of Paragraph (3) of Article (27) describing the SPLM stance as unjustified.

He stated that the SPLM bloc walk out is non-democratic, affirming that the Legislative Assembly is the only institution authorized to decide the legislations and endorse the amendments.

El-Tahir described the SPLM bloc walk-out as an escape from the decision affirming that such conduct does not minus or slander the decision as it was endorsed in a session with quorum pointing out that the session was attended by 226 MPs after the SPLM bloc walk out.

The Speaker affirmed the parliament keenness to endorse all the remaining bills pointing that most of the tabled bills are in the final stage reading with the exception of Popular Consultation for South Kordufan and Southern Blue Nile besides Abyei Referendum which are in the general feature stage.
El-Tahir did not confirm the wrap up of the current round of the Parliament which is supposed to be today hinting to the possibility of extending the session for another day (Thursday) if the bill are not endorsed.
It is to be noted that the Emergency Committee to study South Sudan and Abyei Referendum bills approved that proposal presented by Dr. Gazi Salah Addeen from NCP bloc to drop Paragraph (3) from Article (27) from South Sudan Referendum bill but the SPLM rejected the proposal.
Salah Addeen stated that Paragraph (3) from Article (27) in its existing text approved by the Cabinet is complicating the constitutional right of Southern Sudan citizen.

He affirmed that the proposed amendment comes to remove SPLM fears of forgeries that might accompany the referendum process, describing the SPLM stance as revoking the pledges.

On its part, SPLM bloc organized a press conference announcing its walk out from the parliament until the settlement of the issue from its leadership.
Yassir Arman considered  the parliament endorsing the Referendum bill in the absence of SPLM and other Southern Sudan blocs as a big mistake, accusing the Parliament Speaker as violating the Presidential directives issued in the last partners’ meeting, adding that what happened is a call for
