Government, JEM Sign Ceasefire Framework Agreement in Doha

(SV)
Amid wide international and regional presence, Sudanese government and JEM signed a ceasefire framework agreement in Sheraton Hotel in Doha yesterday.
The agreement was signed in the presence of each President Omer Al Bashir, Qatari Emir, Sheikh Hamad bin Khalifa Al-Thani, Chadian President Idriss Deby and Eritrean President Isias Afwerki.
The ceremony was also attended by Qatari Premier, Sheikh Hamad bin Jasim bin Jabr, Qatari Foreign Minister, UN/AU Mediator D’jibril Bassole, and the international envoys to Sudan
It is to be noted that President Al Bashir addressed the Sudanese community in Doha affirming that peace has been achieved in Darfur, lauding the Qatari role in achieving peace, thanking the Emir of Qatar for his efforts exerted to reach the agreement.
Meanwhile, Doha witnessed intensive diplomatic activities in preparation for this historical moments in the Sudanese and Arab memory.
On his part, Qatari Emir, Hamd bin Jasim, expressed his happiness to what is reached announcing the establishment of Darfur Reconstruction Fund with granting US$1 billion calling on donors to contribute to accomplish the peace and development link.
Chadian President, Idriss Deby lauded the agreement affirming readiness to support it, calling all Darfur movements to join the peace process and thanking Qatar for its efforts exerted.
On his part, the Eritrean President, Isias Afwerki confirmed the importance of peace in Sudan and Darfur in particular describing the step as crucial.
On his part, JEM Chief, Dr. Khalil Ibrahim called for working for the sake of Sudan’s unity adding that JEM kept calling for united Sudan.
He thanked all who participated in reaching this agreement starting from Qatar, Chad and Eritrea, adding that they consider this agreement as an important step in peace, affirming their full commitment to what is signed and agreed upon.
Khalil added during his addressing the signing ceremony, that peace course is still in need for more efforts, calling Qatar to sponsor the agreement.
He reassured the Sudanese in general and Darfur people in particular that Sudan’s unity is the objective of JEM, adding that marginalization and bitterness should come to an end.


Professor Gambari lauded Qatar State and the AU efforts which was crowned by the signature of this agreement.
He affirmed their adhering to achieve peace in Sudan and supporting the Sudanese government to continue peace efforts with other movements.
AU Commission Chairman, Jean Bing lauded the progress in Darfur peace steps affirming that the agreement necessitates commitment from the two parties, lauding President’s Al Bashir continuous efforts to achieve peace in Sudan.
Bing added that this effort is an addition to the previous agreement with Darfur movements, pointing out that the AU is working continuously to achieve peace in the African continent.
Arab League Deputy Secretary-General, Ahmed bin Hali affirmed the support of the AL to Sudan and its unity lauding the agreement and the efforts of Qatar State, affirming AL commitment to contribute in resolving all Sudanese issues calling on all Darfur movement to catch the peace course.
It is worth mentioning that Head of Sudanese government delegation, Dr. Amin Hassan Omer signed on behalf of the government whist JEM Deputy Chief, Ahmed Tugud signed on behalf of the movement.
The agreement includes several items on top of which ceasefire agreement and the immediate sitting round the negotiations table for discussion considering  its priority to reach a written agreement to end the war.
The agreement also includes framework hints over wealth share and the necessity to reach a concordance on it besides other indicators on power share, dealing with IDP issues, reconstruction and security arrangements.
In February 2009 the two parties signed a good intentions and confidence building agreement to settle the Darfur issue where they declared their intension to work for ending the conflict in Darfur.
