Pres. Advisor Islamil lauds Kuwait aid for Sudan

KUWAIT, March 24 (KUNA) -- Visiting Sudanese Presidential Advisor Mustafa Osman Ismail hailed as "great" on Wednesday the Kuwaiti support to his country in all domains.
"The value of Kuwaiti investments in several key projects in Sudan topped USD seven billion," Ismail told reporters at Sudan Embassy here after meeting His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah.
He said he conveyed to HH the Amir a message from Sudanese President Omar Hassan Al-Bashir dealing with the bilateral ties, the latest developments of the regional situation and the Arab Summit, to be held in Sert, Libya, on March 27-28.
"The State of Kuwait is preparing for hosting an international conference of donors for east Sudan, due in late 2010," he noted.
"On the other hand, Sudan is planning to grant Kuwait a vast area of land for wheat cultivation as were the cases with Saudi Arabia and Qatar," Ismail disclosed.
The Sudanese senior official highly appreciated the role of Kuwaiti civil society organizations and charities in the economic development of his country.
"Sudan has made a good progress in its efforts to restore financial and economic stability; the country was able to survive the impacts of the global financial crisis.
"The recent improvements laid the groundwork for attracting more Arab investments which had positive impacts on the living conditions of the Sudanese people as well as Sudan's external relations," he affirmed.
"Investment in Sudan is highly profitable," he said, noting that Kuwait's Zain group was able to make up to USD 350 million in profits last year.
"The excellent financial results made the group exclude its operations in Sudan from the planned sale of its Africa assets," Ismail explained.
Regarding the domestic affairs of Sudan, the senior official refuted speculations about delay of the presidential elections, due to take place after three weeks.
"Twelve hopefuls from various political parties with different orientations are standing for the presidential race which will take place as per the provisions of the Comprehensive peace Agreement of 2005," he affirmed. "If President Al-Bashir is able to win the polls, he will form a broad-based government," Ismail went on to say.
Commenting on the conflict in Darfur, west Sudan, he said hostile western powers fanned the flames of the conflict to destabilize Sudan.
However, he hailed the change of the attitude of the United States towards the conflict since President Barak Obama's administration came to power

UN Mission in Sudan Works to Provide Electoral and Humanitarian Assistance

A top official of the United Nations Mission in Sudan (UNMIS) says the world body works closely with both local and international non-governmental organizations (NGO’s) to provide various forms of assistance to Sudan
UNMIS is also helping to facilitate the upcoming elections scheduled for April 11-13.
Khalid Mansour, UNMIS Director of Public Information, said “[non-governmental organizations are the ones which] at the end of the day deliver the assistance ….Some of them are international and many of them are national… So indeed we do work with hundreds of NGO’s be that in Southern Sudan or in Darfur and definitely in other parts of Sudan.”
Electoral challenges
UNMIS is also delivering electoral support.  Its Electoral Assistance Division [EAD] was created to help meet the Security Council mandate for UNMIS  “to support the preparations for and conduct of elections and referenda provided for by the Comprehensive Peace Agreement” signed between the north and south in 2006.
Keeping the peace
Elections need an enabling environment, and UNMIS has been working with international and local NGOs to ensure tranquility – and stability –needed for the task.  Specifically, they have worked to provide humanitarian assistance and promote human rights.

Chadian army officers join border monitoring command in Sudan

(KHARTOUM) — Chadian military officers, who are part of the joint Sudan-Chad command formed recently to monitor the border, arrived to the capital of West Darfur state, El Geneina, where they are based, the Sudanese army announced today.
Sudan and Chad agreed on February 5 to deploy some 3000 troops along the joint border to end cross-border rebel attacks from the both sides. They also agreed Sudan will lead this joint command for the first six month and El-Geneina will be its seat.
Alsoarmi Khaled Saad, spokesperson of the Sudan Armed Forces, said the Chadian commanders reaffirmed that their troops to the joint force are gathered in the town of Adre, near Sudanese border, with armament and equipment, the official SUNA reported today.
He added this move represents the beginning of the process of troop deployment, on the specific sites, jointly with the Sudanese forces.
The commander of Sudanese troops, Brigadier General, Ahmed Awad El-Karim stressed that the deployment of his troops is in good shape, adding that there are good coordination and convergence of views with Chadian army officers.
Sudan and two rebel groups have signed a ceasefire agreement in February and March. The signatories from the rebel side are both more connected to Chad than a third one based in Jebel Marra but is not yet involved in the peace talks.
The Chadian rebels who were based in Sudan have reportedly moved to Central Africa Republic as President Idriss Deby refuses to negotiate a peace deal with them.

Presidential Advisor in charge of Darfur file Dr. Ghazi Salah Addeen and the Chairman to the Justice and Equality Movement (JEM), Dr. Khalil Ibrahim, through mediation of Chad Foreign Minister,
resumed last Tuesday in N'djamena indirect talks for narrowing rifts in connection with implementation of the Framework Peace Agreement signed last month in Doha between the Government of Sudan and the JEM as well as elections.
Informed sources reported that Salah Addeen and Ibrahim would exchange, through the mediator, government and movement's visions on disputed issues.
It is worth noting that JEM previously dismissed the government proposal of implementing the side of the framework agreement related to POW's release against movement's approval of elections run on schedule, and participation in the federal and regional rule.
