Naivasha partners agree on Abyei demarcation, Alor (Mirayafm) Sudan's Minister of Foreign Affairs, Deng Alor Kuol, confirmed that the Naivasha partners have reached a consensus in 80% of the disputed points concerning the Abyei border demarcation. In statements to the press following his meeting with the United States Special Envoy to Sudan, Scott Gration, Alor added that the two partners have agreed on the need to accelerate the demarcation of the areas agreed upon. He also added that there is a need for the formation of a committee tasked to present a report summary to the presidency in order to decide on the remaining points of disputes.
Ruling party welcomes DUP participation in next Sudan’government (ST) The National Congress Party (NCP) has welcomed the participation of the opposition Democratic Unionist Party (DUP) in the next government that it plans to form soon. Following the landslide win in the first muti-party elections held last month the ruling NCP said it seeks to include only political parties that participated in the electoral process in the new government. The DUP showed in a first time some reserves to this proposal as it also rejected the results of the polls saying the electoral process had not been free and fair. The opposition party also demanded to re-run the elections. Ibrahim Ghandoor, a senior official of the NCP, in remarks he made today welcomed the DUP participation adding that the two parties would continue to dialogue. He also hailed the stance taken by its chairman Mohamed Osman Al-Mirghani on the unity of Sudan, national Conesus and the International Criminal Court, adding it is conform with NCP positions in this regard. Al Mirghani returned to the Sudanese capital Khartoum on Wednesday after paying two visits to the Egypt and Saudi Arabia.
Unity-Support Constituent Conference Underway (SV) Marshal Abdelrahman Suwaraddab said the present and future political stages require functioning of all mechanisms for the accomplishment of attractive unity prerequisites and countering all challenges.
In a press statement he reported that the committee preparing for the constituent conference of the National Board for Unity is intensifying dialogue and consultations respecting the practical steps of an attractive unity. He added that the committee would invite all political powers and civil society organizations for effective participation in setting a unity- supporting formula. Minister of Social Welfare Samia Ahmed Mohammed, said the peace agreement includes national unity factors, adding that women will assume a leading role in making unity appealing to southerners through social and cultural programs. She noted that women forum would be established for unification of their visions for benefiting the issues of a united homeland and realizing women aspirations countrywide.
At least 20 dead in Warrab State attacks (Mirayafm) At least twenty people including two children and a woman were killed, and thirty others wounded in an attack by unknown gunmen in Tonj East and Tonj North counties in Warrab State. The Commissioner of Tonj North , Deng Ayieny Aleu, told Radio Miraya that the security situation has deteriorated in his state. He added that the exact toll of casualties is not determined yet as the fighting is still ongoing.
UNICEF Hails Latest Child Demobilization in Southern Sudan (SMC) UNICEF welcomes the renewed process of demobilization of children associated with armed forces and groups in Southern Sudan marked by the recent demobilization of 91 children associated with the Sudan Peoples’ Liberation Army (SPLA) in Southern Sudan’s Unity State. "Our ultimate goal is to demobilize and reunify with their families all children who are still associated with the SPLA in Southern Sudan,” said Mr. Andrew Oluku, the Child DDR Coordinator of the Southern Sudan, Disarmament, Demobilization and Reintegration Commission (SSDDRC) - the Southern Sudan authority in charge of the process.
Recently, the SPLA signed an Action Plan with United Nations/UNICEF to release all children associated with it by the end of November 2010. This Action Plan reinforces the commitment made by the SPLA at the time of the signing of the CPA in 2005 to demobilize all children within their ranks. In 2009, with support from UNICEF, the SPLA established Child Protection Units within its ranks and began the process of removing all children from its payroll. "The release of these children opens a new chapter in their lives - a chapter of hope and opportunity,” said Peter Crowley, the Director of Operations, UNICEF Southern Sudan Area Programme. “Released from the SPLA, these children can now return home, go to school and develop to their full potentials,” he added. The children being released today in Koch and Mayom counties near Bentiu, capital of Unity State are from within the SPLA ranks. They are between 13-17 years with some having served in the SPLA for more than three years. Many live nearby and will immediately rejoin their families. Arrangements to transport the other children home are also being made. UNICEF has supported SSDDRC in establishing sound policies and procedures to release children associated with fighting groups in Southern Sudan, facilitate tracing of their families, ensure sustainable reintegration into their communities and prevent future recruitment. When the CPA was signed in 2005 approximately 3000 children were associated with the SPLA. It is estimated that there are currently 1060 children who are still part of the SPLA. The majority of these are aged over 15 but some may be as young as 10. “UNICEF looks forward to a prompt and effective release of children still associated with the SPLA and other armed forces and groups in Southern,” said Mr. Crowley. UNICEF works with many partners to increase access to education, health, clean water, sanitation and hygiene and a protective environment for all children in Southern Sudan. The recruitment or use of children under the age of 18 in armed conflict is contrary to international law and contrary to Sudan's Comprehensive Peace Agreement. The UNICEF role in relation to the demobilization and reintegration of children associated with armed forces and groups in Sudan is stipulated in the peace agreement and forms part of a UN interagency effort including UNDP and UNMIS, the UN peace support mission in Sudan.
International Community and a New State in the South (Opinion) It is obvious that there are several assumptions, here and there, regarding a great desire from several international powers such as USA, to establish a new state in Southern Sudan through utilizing the self-determination of the region. On the other hand several SPLM separatist prominent figures are pushing towards secession of the region after the referendum. However, political researchers and analysts all over the world are in agreement that the establishment of a new independent state in Southern Sudan seems to be a kind of political adventure and hazard which will lead to dangerous consequences. Observers of the South Sudan issue who visited the region several times believe that the referendum process will be followed by dangerous consequences which will affect in the first place the SPLM, considering that the movement is passing through a crucial stage where any splits will lead to a disaster. Experts from the International Crisis Group consider that the different vision within the SPLM towards the referendum issue which ranges between south Sudan separation and new united Sudan in new basis as one of the most difficult challenges facing the movement. International analysts who are concerned with the Sudanese issues believe that southern Sudan is dominated with long complicated history of ethnic and tribal conflicts as there are militias out of the regular forces in the south which can escalate any conflicts and transform it to bloody clashes, a matter that means that there is a time-bomb which could explode at anytime. The European Union is now whispering with high reasonability in the ears of the international community to work hard in preventing the SPLM from promoting the secession the region considering the above mentioned assumptions. The aspirations of some SPLM figures to establish an independent state in the South fill face uncontrolled difficulties and that is why the international community reconsidered it previous stance after recognizing the reality. It is high time for the two partners to continue discussing the pre and the pro-referendum consequences in full transparency and work together to come out with a plan to maintain the unity of the country as the statements of the leaders of the two parties are very optimistic and encouraging in support of Sudan's unity
