Government Calls on the International Community to Put Pressure on Khalil and Nur (SV) The United Nations and African Union called on both partners, the NCP and SPLM to resolve the outstanding issues to complete the terms of the Comprehensive Peace Agreement (CPA) and to take measures of post-referendum considering that the country is undergoing a critical phase requires the cooperation of both partners to resolve the issue of Abyei, the completion of the popular consultation in Kordofan and Blue Nile, the demarcation of borders and resolving the Darfur crisis before the referendum through the Doha negotiations with the participation of all parties of the conflict. At the opening session of the international consultative meeting yesterday at Burj Al-Fateh Hotel, Khartoum, in presence of the American special envoy for Sudan, General Scott Gration and the Chinese Envoy Liu Guijin besides representatives of the EU, AL and UNSC member countries, UN and AU called on the government to implement the African Panel recommendations to achieve the social justice and reconciliation in Darfur to contribute in the stability there. The National Congress Party (NCP) affirmed its commitment to conduct the referendum on time and dialogue with the SPLM to resolve the outstanding issues before the next referendum besides pressure on the Justice and Equality Movement (JEM) and Sudan Liberation Movement, Abdul Wahid Faction, to participate in the Doha negotiations with a new strategy and a clear vision to resolve the crisis in Darfur. The African Union's Peace and Security Commissioner, Ramadan Al-Amamra warned that the remainder for Sudan's fate is six months only which requires the coordination of efforts between the two partners and the international community to resolve all outstanding issues. He said, in his speech that Sudan is going through dangerous stage of the referendum noting that this conference is intended to review the strategies and develop measures after the referendum stressing the determination of the African Union and the United Nations to help Sudan saying that there are fundamental challenges include the decisions of the people of the south to the continuation of a unified Sudan or two countries and that require work and coordination to solve all problems.
Al-Amamra called on the government to implement the decisions of the African Panel saying that they should have a road map for peace and social justice to achieve sustainable peace in Darfur and Sudan. He affirmed the need to define the priorities to support the political process and measures for UNAMID plan by focusing on the mandate of UNMIS and UNAMID calling on international community to help Sudan and announcing their commitment to Doha talks calling on all parties to cease fire and to find a last solution for Darfur crisis as soon as possible calling on the government to develop a detailed program and steps on the said regard. On his part, The Assistant of UN Secretary General for Peace Keeping Operations, Alan Loran affirmed the commitment of UN in helping all parties stressing on the implementation of all the items of the CPA and to find a solution to Abyei issue calling for coordination saying that the referendum represents a challenge indicating to the importance of establishing Abyei Commission besides the demarcation of border expressing their readiness to provide the technical support. He affirmed the UN support to Doha Forum calling for the participation of all parties insisting on definition of priorities condemning the abduction incidents calling on the government to assure the safety of missions in Darfur and bring the perpetrators to the courts. The NCP representative, Foreign State Minister, Kamal Hassan Ali affirmed their commitment to solve all the outstanding issues with the SPLM before the referendum calling for a fair referendum welcoming the international effort calling on the international community to develop a new strategy for Darfur issue and to make pressure on Khalil and Abdul Wahid Nur to attend the talks in Doha affirming that they had showed their readiness to reach peace through Doha indicating that the said issue has humanitarian and security faces expressing their intention to change the humanitarian assistances to a real development calling for a time limit for the negotiations to end the suffering affirming their intention for a comprehensive peace. On his part, the SPLM representative, the Cabinet Minister, Dr. Luka Biong affirmed their commitment to hold the referendum in a fair and free environment and to go on in the agreement indicating that there are difficulties pointing out that they are working to implement the CPA saying that the government has to push the development programs and to connect between the south and north by focusing on the unity and the democratic transformation indicating that there are laws that should be changed calling on the other partner, NCP, not to connect the demarcation of border with the referendum insisting on completion of demarcation on time.
The Chinese Envoy: the Consultative Forum is an appreciated effort by the International Community to assist the Sudan (SUNA) Mr. Liu Guijin, the special representative of the Chinese government for Peace in the Sudan, has pointed out that the Consultative Forum currently in session in Khartoum is the first such occasion to be organized by the African Union and the United Nations about the Sudan is an appreciated efforts by the AU, UN and the neighboring and regional countries to concentrate efforts with the aim of helping the Sudan reach peace and stability and development The Envoy has stressed the importance of the timing of the forum for the Sudan He said for him things were going in the right track He said the Joint AU UN mediator has achieved a positive progress by convincing Abdul Wahid to consider joining the negotiations a new He pointed out in a statement to the Sudan News Agency that he has taken part in the meeting of the Special Envoys to Darfur which took place in Al Fashir ten days ago and that he was now in Khartoum taking part in the Forum with his colleagues and the UN Security Council members on issues related to the Sudan, stressing that the participation shows China's concern with the political process in the Sudan as China is the largest development and peace partner with the Sudan He said china was here to participate for the full implementation of the Comprehensive Peace Agreement CPA and for the resolution of the Darfur issue through negotiations
Darfur mediators evaluate Doha peace talks progress (Mirayafm) The Qatari and international mediators for the Darfur peace talks meet in Doha on Saturday to assess the progress of the negotiations and to outline a strategy for the next phase. According to Miraya's Correspondent the mediation leadership is likely to announce in Saturday's meeting the postponement of the Darfur peace negotiations during Ramadan. He added that the step will allow more time for the mediation to contact JEM's leader, Khalil Ibrahim and SLM leader, Abdul Wahid Nour, to persuade them to join the next round of talks. The correspondent said that a framework agreement between the Liberation and Justice Movement and the government will only be announced upon receiving consent from the JEM and SLM-Nour. Meanwhile, the Spokesperson of the government delegation, Omer Rahma, said that four committees will engage in meetings to discuss issues of justice, reconciliation, wealth and power sharing, and compensations for the internally displaced people and refugees in Darfur
International consultative meeting on Sudan opens in Khartoum State (SV) The international consultative meeting on Sudan has started Saturday at the El Fateh Tower in Khartoum State. The African Union Peace and Security Commissioner, Ramadan Amamra, said in his speech that the meeting aims to address the challenges facing Sudan particularly the implementation of the Comprehensive Peace Agreement and the democratic transformation in the country. He said that the meeting will also discuss post referendum process of the Southern Sudan and the Darfur peace process currently taking place in Doha. Addressing the opening session of the consultative meeting, the State Minister in the Foreign Affairs, Kamal Ali Hassan, said that the partners are committed in sustaining the peace and will not return to war. Meanwhile, the Minister of Cabinet Affairs, Luka Biong, called on the federal government to implement the projects linking the north and the south. However, this meeting which is being organized by the African Union is a result of the Addis Ababa meeting to support the parties in Sudan. Representatives from regional and international communities are participating in the meeting.
WHO confirms Red Eye disease outbreak in South Sudan (ST) The World Health Organization (WHO) surveillance team has confirmed an outbreak of Red Eye disease, also known as Conjunctivitis, in Juba the Southern Sudan capital. The investigation team visited key health facilities, schools and local community centers in Juba. In the last ten days, increased cases were reportedly recorded in Juba Teaching Hospital (JTH), with United Nations clinics (UNDP and UNMIS) also reporting red eye cases among its staff. According to the health officials, conjunctivitis outbreak is reemerging as similar to the last outbreak of red eyes in 2007. Currently, health authorities are issuing health alert messages through the media to inform the public about the conjunctivitis’ outbreak and how best this disease can be prevented. The disease, noted Dr. Abdinasir M. Abubakar, a Medical Officer with WHO’s Communicable Disease Surveillance & Response department, can be prevented by observing good personal hygiene and infection control such as washing hands and face with soap and avoiding handshake. “Anyone with symptoms of conjunctivitis should seek treatment from nearest health facilities,” Dr. Abubakar said in a statement. Meanwhile, Sudan Tribune has learnt that albeit the red eye disease outbreak had only been reported in Juba, investigations are still ongoing elsewhere, while WHO officials have advised any patient with red eye disease to stay at home for 2-3 days, in order to reduce its transmission and spread.
AU Stance towards South Sudan Referendum (Opinion) In one of our editorials of last week we referred to The African Union High Level Implementation Panel of the CPA Chief, Thabo Mbeki package of Proposals to the CPA Partners on the arrangements of post-referendum arrangements which are summarized as unity through an economical, political, and social integration or formation of two units to discuss the joint frames or the possibility of two states in future and that needs discussing the confederate system or Sudan's unity and that needs new arrangements to remove any grievances.
The proposals of the AU Panel were deliberated in the media, but nobody raised the most important question regarding what will be the stance of the African Union if our brothers in the south vote in favour of secession in the upcoming referendum on self determination? However, the African Union plays a crucial role in the current consultations between the north and the south over the post-referendum arrangements which might lead to the separation of the southern part of the country. The CPA partners agreed on the sponsorship of the African Union to the post referendum arrangements. The principles of the AU stipulate the respect of the borders existing since the independence of the member states; but now the issue of the possibility of south secession makes the AU to be in contradiction when it supervises the post referendum arrangements as the result might lead to the splinter of one of its founding member states since it was named the Organization of African Unity. According to one of the latest reports of the International Crises Group the AU is not only a signing member in the CPA, but also a guarantor and that means that the AU should commit to its charter which necessitates exerting all possible effort to maintain unity in Sudan; but at the same time the AU should respect the self-determination right. First and foremost, we believe that the two partners of the CPA are responsible to resolve the remaining items of the agreement, but there should be a kind of strong mediator with clear mandate to supervise the post referendum arrangements. It seems that the SPLM has no confidence in the AU due to the latter's support to the unity option so it would be better for both parties to include others in the arrangements such as the UN and Norway as an example. The referendum is not an end in itself, but it is just a stage of the peace process and what is badly needed is to spread confidence for administering the referendum and the acceptance of its results to be prepared for its impacts on the ordinary citizens.
