Taha to Lead Sudan Delegation for Meetings of UN General Assembly

Vice – President of the Republic, Ali Osman Mohamed Taha, is due to lead Sudan delegation for the meetings of the UN General Assembly, scheduled to begin in New York on September 24
Sudan Permanent Envoy to the UN, Ambassador Dafa’alla Al-Haj Ali, said that the meetings will discuss a number of issues, including the food crisis under the existing rapid population growth and environment and climate change
He said that the Vice – President will participate at a high-level meeting that will coincide with meetings of the UN General Assembly to discuss the implementation of the Millennium Development Goals
Ambassador Ali said that the high-level meeting will also review the peace process in Sudan, the referendum of south Sudan and the efforts for realization of peace in Darfur
Taha will be accompanied during the visit by the Presidential Advisor and official of Darfur file, Dr. Ghazi Salahuddin, the Presidential Advisor, Dr. Mustafa Osman Ismail, the Foreign Minister, Ali Karti, the Minister of Social Welfare, Ustaza Amira Al-Fadil, and a number of senior officials at the Ministries of Foreign Affairs and Finance

Efforts Underway to Transfer Kalma IDP Camp

Joint efforts by south Darfur state and the federal government are underway to finalize the transfer of Kalma camp for internally displaced persons (IDPs) ahead of Eid-El-Fitr, affirmed Dr. Abdurrahman Suleiman, Commissioner-General of Humanitarian Aid.
"Joint mechanism between the government and civil society organization is working for completing basic services at the new location," said the commissioner in statements.
South Darfur state has completed arrangements for evacuating IDP camps in conjunction with Untied Nations/ African Union Mission in Darfur (UNAMID).
South Darfur state's governor, Abdulhamid Musa Kasha told reporters that a new camp, 3klm from Kalma was erected in well planned and organized fashion, UNAMID described it as ideal.


The governor said IDPs want to get out of Kalma camp on their own accord, adding that many of them are returning to their former villages and those who have already returned resumed farming their lands and leading their normal lives.
UNAMID revealed intention to work with social peacemakers in Darfur states to eliminate the phenomena of abduction of its personnel so that they are able to carry out their mission.
For his part, Ali Hassan, the head of mission in south Darfur, said in press statements that abduction operations, which the international staff are subjected to, are impeding the Missions' activities in various locations in the state


Community tell government to help healthcare in Mapel

The community of Mapel in Western Bahr El Ghazal state (Wau) has urged for intervention by health authority and international organizations to help community in outbreak pandemic epidemics diseases.
Mapel Primary Health Care Centre (PHCC) Medical Assistances, Joseph Ongom called upon Western Bahr el Ghazal state’s Ministry of Health to give ultimately necessary intervention either by sending an emergency medical mobile team of doctors equipped with medical facilities to curb the outbreak of the diseases.
“Mapel PHCC has been this week receiving more than fifteen reported daily cases of the outbreak disease which is affecting population partisans through neck pain, back pain and epigastria pain “said Ongom.
James Deng Dimo, SPLM official reporter affirmed that “Mapel, the highest populated area in Western Bahr el Ghazal state, has been receiving many returnees from Northern Sudan capital Khartoum, and it neighboring countries.
Mapel PHCC was founded by MSF Belgium in 1994 during the war time before it was peacefully handed over to the Heath Net earlier in 2008 under the state GoSS ministry.
For the last two months, community leaders of Mapel decided to dismiss first administrator of Health Net organization, with allegation of having not provided adequate facilities to the admitted patients. Mapel PHCC is containing only 25 beds for patient’s admittance.
Governor Razik Hassan Zachariah reaffirmed that his government is dedicated to improving health department in Western Bahr El Ghazal state by all main.

Egypt to Grow 1m Feddans of Major Crops in Al Gezira Scheme

Egypt and Sudan have signed an agreement - considered the first of its kind between the governments of the two countries- for growing by Egypt of 1 m feddans of major crops in Al Gezira Scheme.
On the top of these crops are wheat, maize, sugar beet which will be grown according to contract agriculture (CA) method. A number of Egyptian private- as well as public-sector firms, including the Poultry Producers General Union, Commodities Public Corporation, Foodstuff Holding Company and a number of private-sector companies will contribute to the project.
The Egyptian Al Ahram Daily quoted the Egyptian Agriculture and Land Reclamation Minister, Ameen Abaza, as saying an agreement document regulating a Contract Agriculture Scheme in Sudan was signed with Dr. Abdel Haleem Ismael El Mutafi, the Minister of Agriculture and Forests in the Sudan. The agreement was signed in the presence of Dr. Faiza Abou El Naja and Dr. El Tijani Saleh Fedail, the Minister of International Cooperation in the Sudan. The signing of the agreement represents an important achievement of the Egyptian- Sudanese Higher Joint Ministerial Committee.
The Egyptian Minister added that all necessary legal frames are in place for executing the agreement following the meeting of the joint committee headed by the Egyptian Prime Minister, Dr. Ahmed Nadeef, this coming October.   
For his part, the advisor to the Minister of Agriculture and Land Reclamation, Dr. Saad Nassar, said the Sudan should have priority with respect to any external Egyptian investments in the agricultural sector. "This is particularly true when we know that there are adequate guarantees for the success of such projects, such as services, electric power, trained labor and a capable banking and legal system," Dr. Nassar added.
Meanwhile the Egyptian Minister went on to say that Al Gezira Scheme that covers an area of about 2 m feddans which is represented by the Sudanese Government, agricultural co-ops is fully committed to carry out full agriculture works, supply of crops to the Egyptian parties according to standard specifications, terms and conditions, quantities   and the prices to be agreed upon.
The Minister added that the agreement document obliges the Egyptian side to make available and supply of inputs for crops to be grown and adequate quantities of seeds, fertilizers, pesticides and mechanization two weeks at least before the agricultural season. In addition, it allows the Egyptian side to obtain agricultural loans from the Principal Bank for Development for Agricultural Credit or Bank of Egypt in Sudan.
"An implementation program will be drafted that is binding to the two parties with respect to timing, quantities, prices and delivery location of each agricultural crop, particularly the delivery of maize to Poultry Producers General Union which import about 4 m tons annually as fodder. Wheat will go to Foodstuff Corporation, while sugar beet will go to Foodstuff industries Holding Company, the Minister said.
"According to the agreement, when the Sudanese Al Gezira Scheme makes its final deliveries of the agricultural products to the Egyptian side, it will get all its financial dues agreed upon immediately," the Minister said. He added that the cost of the agricultural production inputs that is borne by the Egyptian side and delivered to the Sudan before the agricultural season will then be deducted.
The Minister added that if the Al Gezira Scheme fails to supply the agricultural product to Egypt, then it will be obliged to repay the price of the quantity of the products whose quantity is fixed in cash at the international price during the delivery period in addition to 25% on top towards compensation.

Finance Minister Receives British Ambassador

The Minister of Finance, Ali Mahmoud, has called on the British government to contribute to the solution of Sudan debts' issue. This came when the minister received at his office Sunday the Ambassador of Britain to Sudan
The minister reviewed with the British Ambassador the arrangements for a visit due to be paid by the Minister of Finance and an accompanying delegation to Britain by the end of current September
Mahmoud said that the visits aim for reactivating the trade and investment relations between Sudan and Britain, especially in the agricultural field. He said that the visit also aim for benefiting from the British expertise in enhancing the banking system

Observation on Factors Affecting the Referendum

Several signs point that the SPLM and GoSS are heading towards unity in remaining days for the referendum race. But there is also several signs point that the SPLM and GoSS are heading towards the secession.
It is very difficult to suggest which option will shape the future of the country.
However, it seems that time is running out to make any changes in the south heading towards secession and that is because the grassroots and the bases in the south are dominated by ignorance and political illiteracy a matter which makes it very difficult to amend or change the separatists' mentality.
Another observation is that the centre started opening new doors such as mobilization of the Islamic forces in the south to warn against the consequences of secession.
We have the Dinka Muslims as the biggest base of Muslims in the region and the importance of such a sector is that through it we can soften the racial and tribal loyalties and might even dissolve it at the end.
We believe that the new comers in the SPLM who can make a rare faction in the SPLM structure might also have their effect in the referendum process.
One of the factors that might affect the referendum results is the advice of SPLM friends such as USA and the west in general and their warning against secession claiming that it might lead to dismembering  the region into tiny states which will be fighting each other.
The image is not clear enough and the two options seem to be equal, but despite that we believe the unity option has increased a bit while the secession option has decreased a bit after the launching of the presidential campaign in support of unity in the last few days.
We urge the organizers of the presidential campaign to speak out the language of the simple citizens of the south and to concentrate on the southern States because southerners will vote there and not in the north.
It is good that the presidential campaign has decided to move towards south after the Eid holidays but most important it is to succeed in making a breakthrough to convince southerners to vote in favour of unity of the motherland.
